From that date, the VOA will no longer exist as an executive agency, with its functions moving into HMRC.
The Government said the change would not affect the delivery of core or statutory services, including business rates valuation checks and challenges, council tax band challenges and the work carried out by rent officers.
Customers currently dealing with the VOA will not need to take any action, with cases continuing as normal. Communications after 1 April will come from the Valuation Office within HMRC, though the existing helpline number and online contact form will remain the same.
Email addresses for VOA caseworkers will change to the @hmrc.gov.uk domain, although messages sent to existing VOA addresses will still be received.
The integration follows a wider review of arm’s-length bodies across government and is intended to provide ministers with greater oversight while supporting plans to modernise the tax system and improve the experience for taxpayers and businesses.
The VOA also warned businesses to remain vigilant against scams, noting that suspicious activity can increase around periods when business rates and council tax bills are issued.
It said any official contact will reference a specific property address and include a reference number, and it will not request payments without a clear explanation.
